Tại khoản 3 và khoản 4 Điều 4 Quyết định này quy định: Các cơ sở khám bệnh, chữa bệnh và cơ quan bảo hiểm xã hội (BHXH) có trách nhiệm thực hiện kiểm thử việc gửi và nhận dữ liệu điện tử theo định dạng XML của các Bảng chỉ tiêu dữ liệu quy định tại Điều 1 Quyết định này kể từ ngày 31 tháng 3 năm 2023... Chính thức thực hiện việc gửi và nhận dữ liệu điện tử kể từ ngày 01 tháng 9 năm 2023. Tiếp đó, để có thêm thời gian chuẩn bị, Bộ Y tế đã có các Công văn số 3467/BYT-BH ngày 06/6/2023, Công văn số 4752/BYT-BH ngày 28/7/2023 gửi BHXH Việt Nam đề nghị khẩn trương hoàn thành module triển khai kiểm thử để có thể triển khai chính thức trong toàn quốc kể từ ngày 01/10/2023. Ngày 15/9/2023, Bộ Y tế đã tổ chức hợp với các đơn vị chức năng của BHXH Việt Nam (Ban Thực hiện chính sách BHYT, Trung tâm Giám định BHYT và thanh toán đa tuyến, Trung tâm Công nghệ thông tin), các đơn vị thuộc Bộ Y tế, một số cơ sở khám bệnh, chữa bệnh rà soát về tình hình, tiến độ thực hiện Quyết định số 130/QĐ-BYT. Tại cuộc họp, các đơn vị đều cùng thống nhất: (1) Việc triển khai Quyết định 130/QĐ-BYT là rất cần thiết và quyết tâm triển khai việc kiểm thử từ ngày 01/10/2023 để làm cơ sở triển khai chính thức từ ngày 01/01/2024; (2) Đối với một số khó khăn vướng mắc có thể phát sinh sẽ thực hiện song song việc rà soát và điều chỉnh trong quá trình kiểm thử, chỉnh sửa và hướng dẫn bổ sung các nội dung cần thiết (nếu có) để phục vụ cho việc triển khai chính thức. Ngày 23/9/2023, Bộ Y tế đã có Công văn số 6071/BYT-BH gửi BHXH Việt Nam đề nghị cho ý kiến đối với một số nội dung khó khăn, vướng mắc cần chỉnh sửa để triển khai chính thức việc gửi và nhận dữ liệu điện tử theo Quyết định số 130/QĐ-BYT với thời hạn trả lời trước ngày 28/9/2023. Tuy nhiên, đến nay (ngày 30/9/2023), BHXH Việt Nam vẫn chưa ban hành văn bản để các cơ sở khám bệnh, chữa bệnh trong toàn quốc triển khai thực hiện được việc kiểm thử theo quy định của Bộ trưởng Bộ Y tế và cũng chưa có văn bản trả lời Công văn số 6071/BYT-BH của Bộ Y tế. Do đó, Bộ Y tế đề nghị BHXH Việt Nam khẩn trương triển khai ngay module kiểm thử việc tiếp nhận dữ liệu theo định dạng XML của các Bảng chỉ tiêu dữ liệu quy định tại Điều 1 Quyết định số 130/QĐ-BYT (có điều chỉnh một số trường thông tin theo Phụ lục gửi kèm theo Công văn số 3467/BYT-BH nói trên) và ban hành văn bản để hướng dẫn các cơ sở khám bệnh, chữa bệnh trong toàn quốc thực hiện gửi kiểm thử dữ liệu điện tử từ ngày 01/10/2023. Trong thời gian thực hiện kiểm thử nếu phát sinh các vấn đề vướng mắc, khó khăn, đề nghị BHXH Việt Nam chủ động giải quyết trong phạm vi chức năng, nhiệm vụ và tổng hợp gửi Bộ Y tế để nghiên cứu sửa đổi, bổ sung Quyết định số 130/QĐ-BYT cho phù hợp với tình hình thực tế. Ghi rõ nguồn 'Cổng thông tin điện tử BHXH Việt Nam' hoặc 'baohiemxahoi.gov.vn' khi phát hành lại thông tin. Giấy phép số 253/GP-TTĐT của Cục Phát thanh, truyền hình và Thông tin điện tử - Bộ Thông tin và Truyền thông ngày 01/08/2017 Ngày 22/6/2017, Bộ Y tế ban hành Quyết định 2701/QĐ-BYT về tiêu chí xây dựng Thông tư ban hành danh mục, tỷ lệ, điều kiện thanh toán đối với thuốc tân dược thuộc phạm vi được hưởng của người tham gia BHYT. Theo đó, thuốc mới được bổ sung vào danh mục thuốc tân dược thanh toán BHYT nếu đáp ứng các tiêu chí: - Thuốc có trong danh mục thuốc thiết yếu lần VI của Việt Nam hoặc lần 20 của WHO và đã được Cục Quản lý dược cấp giấy phép lưu hành; - Nếu thuốc không có trong các danh mục nêu trên thì phải đạt tất cả các tiêu chí chung và đạt một trong các tiêu chí cụ thể (xem chi tiết tại Khỏan 2 Điều 2 Phụ lục 2 Quyết định 2701/QĐ-BYT ). Ngoài ra, Quyết định cũng quy định tiêu chí xem xét thuốc cần quy định điều kiện, tỷ lệ thanh toán BHYT như sau: - Thuốc có giá thành cao, chi phí điều trị lớn; - Thuốc có nhiều chỉ định trong đó có chỉ định mang tính hỗ trợ hoặc hiệu quả điều trị không rõ ràng, được chứng minh không hiệu quả trong lâm sàng.
