22 Nov. 2018, Ministry of Ecology and Environment (MEE) announced to officially list 45 substances into China’s Inventory of Existing Chemical Substance (IECSC). These substances will be managed as existing chemicals.

Among the 45 substances, 6 of them are listed in the classified/ confidential part with category name only while another 39 substances were listed into the public part.

The last update to IECSC was made in 2016 with 31 substances added.

IECSC List

There are two parts of IECSC, public part and classified/confidential part. Companies can check out the public part by themselves and shall only enquire Authorities for classified/confidential part.

For the public part:

  • Enterprises can also search if their substance is listed in the IECSC by using CIRS's free Asia-pacific Chemical Inventory Search System (APCISS).

For the classified/ confidential part:

Enterprises have to submit a formal enquiry to SCC to check whether a substance is listed in the confidential section of IECSC or not. SCC usually issues a letter of confirmation within 2 weeks after an enquiry is submitted. The inquiry will cost 3000 RMB.

The Australian Inventory of Industrial Chemicals (AIIC) includes substances used in Australia between January 1,1977 and February 28,1990, as well as chemicals assessed after 1990. As of February 2022, more than 40,000 chemicals are listed in the AIIC. For confidential section of AIIC, companies shall submit an inquiry to the competent authorities.

► Chemical substances not listed in the AIIC are new chemical substances, which shall be classified according to the guidelines and requirements of the category before production or import.

There are five different categories for the management of new chemical substances: Listed; Exempted; Reported; Assessed; Commercial evaluation.

► Chemical substances listed in AIIC but subject to environmental management for new uses shall conduct environmental management registration for new uses, if they are used for industrial purposes other than permitted uses.

AIIC only includes industrial chemicals, specifically those with industrial uses, including a wide range of uses for inks, plastics, adhesives, paints, glues, solvents, cosmetics, soaps and other products. Therefore, whether the substance is an industrial chemical shall be checked before searching the inventory.

Under the AICIS, categorization is required for new substances.Additionally ,companies in Australia involved in importing or manufacturing industrial chemicals shall submit registration to the authorities. The registration period is from September 1 each year to August 31 of the following year.

New Inspection Mode of Imported Hazardous Chemicals in China

MEE Order No. 12: Supervision Cases and Practical Experience Sharing

R. China. Hazardous Chemical Registration System Upgrade and "One Enterprise, One Chemical Product, and One QR Code" Application

In order to strengthen the safety management of hazardous chemicals and prevent and reduce hazardous chemical accidents, on January 5, 2022, the Work Safety Committee of the State Council issued a notice (Safety Committee [2021] No. 12) on the National Program for Centralized Management of Safety Risks of Hazardous Chemicals.The program proposes to improve the digital and intelligent management and control of dangerous chemical safety risks. The Ministry of Emergency Management is responsible for promoting the upgrading of the chemical registration system, adding the function for the standardization of SDS and labeling, expanding the scope of registration of chemical and pharmaceutical enterprises, implementing "one enterprise, one chemical product, and one QR code" management for each hazardous chemicals of enterprises, and providing basic support for the efficient hazard information transfer and the the whole life cycle supervision of hazardous chemicals.The new hazardous chemical registration system was officially launched on February 16, 2022.
